A year of lower targets: 393,035 new permanent residents (−18.6%), 400,695 new study permit holders (−24.5%) and 113,030 asylum claims (−34.2%).

Permanent residents fell with the target.

Admissions dropped from 482,960 in 2024 to 393,035 in 2025, close to the 395,000 target. Economic programs made up 58.0% (58.2% in 2024); family 24.4%; refugees and protected persons 15.0%.
