Targets vs what actually happened.

Each fall, IRCC sets permanent resident targets for the next three years. The 2026-2028 plan keeps admissions at 380,000 a year. In 2025, admissions were 393,035 against a target of 395,000; 2026 reached 222,175 by the end of July.

Temporary resident arrivals are also capped: 385,000 in 2026 (230,000 workers, 155,000 students). French-speaking admissions outside Quebec: 9% target in 2026. Up to 33,000 temporary workers transitioned to permanent residence in 2026 and 2027. Approximately 115,000 Protected Persons transitioned over two years (one-time initiative, separate from regular targets).
