Statistics Canada estimates 583,926 non-permanent residents left Canada or changed status in 2025, while 494,481 arrived or started a permit. Outflows include people who became permanent residents, which is not leaving the country.

Outflow does not always mean leaving.
- An outflow happens when a permit expires and the person is assumed to leave, or when they become a permanent resident.
- People who stay after their permit expires without status are hard to count; Statistics Canada adjusts for this.
